Baja California falls to 17th in competitiveness: what the ranking measures
The 2026 State Competitiveness Index shows a six-place decline. The state scorecard records different results for labor, infrastructure and the economy.
Baja California ranks 17th among Mexico’s 32 states in the 2026 State Competitiveness Index, presented by IMCO on Monday, September 21. It fell six places from 11th in the previous edition. Zona Norte Noticias’ comparison and AFN’s coverage agree with the official table. This is a change in ranking, not a six-percent contraction in the economy.
Baja California’s scorecard provides a more detailed picture. It places the state fourth in labor markets, eighth in infrastructure, and ninth in innovation and the economy. These are separate components of the index. They do not mean that every indicator improved or that each municipality performs equally.
At the same presentation, IMCO included Baja California among ten states recognized for their performance over twenty years, highlighting its international integration. That long-term recognition sits alongside the decline in the annual ranking: the two findings describe different periods and aspects of performance.
For Tijuana, the useful distinction is the scale of the data. The study compares states through 53 indicators in six subindices. It does not rate neighborhoods or say whether a street has water, power or waste collection today. A state ranking also cannot, on its own, establish the cause of a local economic change.
