More education funding: FONE and the question of payments
An aggregate increase does not show whether every individual obligation was paid.
September coverage of January–July 2026 reported a 9.4% real increase in Baja California’s FONE resources. It also described teachers’ claims concerning outstanding payments.
The Education Secretariat identifies FONE as the education payroll and operating-expense fund. That scope makes payment tracking relevant, but growth in the fund does not by itself establish that each claimed debt was settled.
