September coverage of the second-quarter 2026 ENOE put informal employment in Tijuana at 322,009 people, or 35.6% of the employed population.

INEGI’s framework includes unregistered economic units and work without employment-based social protection in other settings, including formal companies. Informal employment and the informal sector are therefore not identical concepts.
